Can these be put over makeup?

You should put them on clean skin so it has something to adhere to. Makeup can be put over them to make them look real.

Can you tan with these on?

I have no idea. Just FYI, they look great when first applied but are very poor quality and often after just a few hours, start peeling. Once they get wet they really start to peel as well.

Are most of these small enough to go on nails?

No, not really. Most are at least the size of a coin or larger.
