The vest has elastic bands on the sides. As an adult I have worn the vest to play too. The hat will fit fine for both kids and adult.

Why would a police play set have a grenade and knife?

As a police officer I carry a knife on me all the time as far as a grenade no clue unless it was like a flash bang or smoke grenade
