Can this be used for rats?

I can not see why not. I use to line my tortoise's enclosure. I am not sure if the materials would be safe if ingested. I know how rats like to chew

what exactly is this made out of ? What is "tech fiber"?

Idk exactly what it’s made of, some sort of polyester/nylon blend I think. However, DO NOT BUY IT!!!! It stinks, stains, is not waterproof, and is a complete waste of money.
