what is the dimensions , L X W X H?

10.25" x ~4.75" x ~2.75"The W and H are a little shorter than mentioned, but I was being lazy. I use this rack for holding test tubes for aquarium chemical level tests. Works pretty well for me. Kind flimsy if you don't put in the middle shelf. It's strong enough for me to carry it with one hand from one of the legs.The top of the first shelf is about .5" off the table. The top of the top shelf is 2.5" off the table.

Would this be able to hold up a tube that's 15 cm long? I want to make sure the tubes I use arent too long.

I purchased this rack intending to use it for 15 cm tubes of beads, however I found it is not ideal for tubes that long. It will hold them, but they flop around a lot and this causes the "shelves" of the rack to start sliding out. A taller rack or one with shelves that were fixed in place would be better.

Is this autoclavable?

No, it is light duty plastic I would not trust for an autoclave.

can top slide be left off so that essential oil roller vials could fit?

Cost effective ink sample storage

Not the most sturdy item ever, but I appreciate the fact that it can be stored flat and works as intended. I'm using it to store 5ml vials that contain sample sizes of fountain pen ink. This holds twice as many vials as the (admittedly nicer) acrylic model I was looking at elsewhere, but costs nearly two-thirds less and fits my available space better. I love it when I can avoid the "hobby item mark up" by finding the non-hobby item that does the same thing just as well or better.
