Do the cutters have 4 sides or 2?

They have 4 sides, but only 2 of them are sharpened for use .

If the blades need to be replaced as a matched set why are the sold in a pack of 10 when the jt630h jointer has 12?

These work on their planer (requires 26 blades) and 8 inch jointer (requires 16 blades) as well as your 6 inch jointer (requires 12). The packs come in 10 and you have to order accordingly. Save the balance for the next blade change

Will these fit my rikon 20-600? Thanks

Probably as a dozen or two of these Taiwan jointers all use the same inserts, but these are expensive and you’d be better off buying carbide blades for less money.
