Yes. It works for both concave and convex curves.

Has anyone used this as a flush trim router guide? Is it steady enough?

It's very sturdy. You would have to secure it to your bench or table though. if you got it secured it is plenty sturdy for a guide without question.

what is the smallest radius curve you can copy with this tool?

Per the manufacturer’s website, “The Steel Flexible Curves are perfect for laying the out of radius' down to 8" on the inside diameter and 9" on the outside diameter”

can i use this with a plunge router to make inside curves in plywood, mdf and hardboard?

I’m sure you can as long as you make sure the knobs are tight for no movement. We used it as a template for our walls in vintage camper so we just traced the curve but would have been better if we had a router.
