Can this be used on humans as well?

I believe it could the leather is adjustable to control the amount of choke with the chain...it would apply even but firm pressure around the neck...I image one would pass out quite quickly if held tightly. Better yet get an E-Collar at the higher levels it is quite intense! I would imagine full compliance would be easily achieved...those have a range of half to 3/4 mile...lol...you know for educational purposes only! Lol

Can anything be done to prevent the collar from staining light fur?

No need. The collar does not rub off. Our Chow Chow has been wearing it for more than a year without discoloration of the fur.

My dog has a fat neck and uses some sort of witchcraft to slip his collars, will this work against black magic?
