No. There is one large bag that holds all 25 stones.

Q: Can these be used for outdoor gardens?

They are small, size of your thumb or smaller, the writing is highlighted in a metallic gold color, so I'm not sure if that paint is outdoor proof, but even if the paint faded the words are depressed into the stone so you'd still make out the word, so yeah I suppose you could place them outside.
