How can I use it to test gold and silver jewelry?

This is a scam. 18 bucks for a magnet stuck on a brass rod? You could buy 100 of those magnets for that price. 
More importantly, for jewelry or precious metal bars, this is pretty much useless. Steel is not used as a base for these things, and those who claim otherwise are just amateurs parroting what they heard from other dummies.

What is your suggestion for protecting credit cards from the magnet while they both share my purse? Thanks!

Magnetically shield your cards by wrapping them in wire mesh (the RF field mesh sold here will work) and put that in a thick walled steel card case or cigarette case.  Maybe wrap the cards in several layers before throwing into the cigarette case.

Ever take a magnet and stick a metal plate to it?  Then stick another plate to that?  And another?  Notice how quickly the magnet's strength fades and disappears with each successive plate?  Same thing.

Is there a brass case of some type to put the magnet in so everything is protected?

Why would you use a brass case?  Brass wouldn't shield the magnetic field at all because brass is not magnetic.  To shield a magnetic field, you need another ferromagnetic substance so the field lines follow the lines of the most conductive substance - the iron/steel.  More or less.  Get one of those larger steel pill cases or something of that sort and drop this in there.

Does the product work through the plastic seal if 1oz bar ?

I'm not sure what your referencing when you say "thru the plastic seal if 1oz. Bar" if you could rephrase your question perhaps I can help. There is a rubber cover on the magnet and it will work thru that but I have the feeling that's not what you mean. If you mean a one oz. Bar of silver or gold then I would have to say it's not likely unless it's very thin.
