I'm confused as to how much weight the luggage rack holds. You say 150 lbs on the top shelf but your pic shows 50 lbs. Which is it?

The weight capacity for the top is 50 lbs, and the shelf is 50 lbs.

How do I get the lower shelf in place? 3 corners of it are attached to the legs.

Does the honey oak rack have blue straps as shown in the picture?

All straps on all different wood finishes are black, it may appear blue due to the lighting and/or the photography.

Is this the same thing as the winsome brand sold by Amazon?

No, not the same. This luggage stand is taller by about 6 inches. It is very sturdy and a nice addition to my guest room!
