Does this 50' cable actually have the electrical wires inside? I saw a 100' cable like this 50' one. The 100' has no wires. Does this 50' have wires?

The package I got has wires. Current is flowing through them daily.

Yes, the 12/2 wire has black, white and copper ground.

can this be burried underground? and if so how deep ?

I wouldn't bury it. If you need to bury it use romex with the gray jacket. I usually use gray PVC at a foot deep and pull wire thru it.
