I have 2 20 watt led underwater, rgb controller, and plan on more low wattage landscape lighting in the future, would this be sufficient?

This is a 300W transformer. If you choose LED lights you will be able to put a lot of lights on it. If incandescent or halogen bulbs are used, you have to be careful you don't overload it. Are you sure your lights are 20W LED? That is quite a lot of consumption for an LED light. Anyway, you just have to add up your wattage and try to keep it below 300.

Do thes come wth the power cable? I don't see it in the picture.

This does not come with the wires/ power cables that run to the light. It also does not come with the wire that comes off the circuit breaker panel. It is simply a step down transformer. But it works just fine.

I need a 12 volt transformer for a regular 300 watt light (not led) . would this one work?

It would work but would overload after a short period of time. A transformer should not be loaded more than 80% of its rated capacity. So in this case a 300 watt transformer is good for about 240 watts continuously. A 600 watt transformer is good for 480 watts continuously.

is it designed to be installed outdoors? Or do I need to place it in a weather proof box?

Yes it is. I have two of these for my outdoor landscape lighting in Florida and they have been mounted outside for the last 3 years and are operating perfectly and still look like new. They are designed to be outside.
