Is the scapular already blessed by a priest?

If you have been enrolled in the society of the scapular than any new scapular you buy does not need to be blessed. If not you needbto be enrolled in the society of the scapular and at that point the priest does bless the scapular. After that as I said no new scapular would ever need to be blessed
