If humans are always in the kitchen wouldn’t the device constantly make a terrible noise for the cats?

Unfortunately this did not work in keeping my cats off my kitchen counter-tops. It senses movement, as the eye would flash red but that was the extent of it. Even if I was not around the eye of the device and the cat jumped up, the cat did not notice anything different and stayed happily on the counter Sorry it was not successful for me.

Mine activates at about 7 feet.

I understand it makes noise but does it also send vibrations? My cat is deaf so just noise will not work.

No, it won't make vibrations. It only makes a VREY high pitched sound that humans can't hear but is uncomfortable to cats. My older cat became almost stone deaf, and at that point this device would not do anything to deter the cat from jumping up on the counters.

Will this work if we placed the unit with the back up against the riser of our next to the last step at the top of our carpeted stairs?

Yes that should work for the bottom area but not sure how far up the stairs it will protect.
