Well, a gallon is 231 cubic inches, so if your coating thickness is about 4 mils (0.004 inches) then you get up to 400 square feet.  However, since you want this to soak in as much as possible, you might want a thicker coat, say 10 mils (0.010 inches) which would give you about 32 square feet.  What really matters is not the coverage, but the ability to seal the grain and that depends on the type and moisture content of your wood.  For purchasing decisions, I would use maybe 100 to 200 sq. ft per gallon for the first trial and then use experience to determine how much for the next purchase.

how often do you need to reapply this on an outdoor deck?

Assuming you mean to apply Anchorseal 2 to the end grain to prevent checking, you may never have to reapply.  I would suggest brushing on one coat of Anchorseal 2 and two minutes later, a second coat, allowing t to fully penetrate. It will seal off the end grain while minimizing the expansion/contraction of the wood as well, since 80% of the moisture absorbed by exterior wood is absorbed through the end grain.  The only exception might be if the end grain pieces are exposed to direct sunlight for extended periods of time.  I would check once a year to see if reapplication in sun exposed areas is required.  If you can no longer feel a "waxy" coating you can reapply as necessary.  Good luck!
