Can you use this product on non sublimated tumblers?

I haven't tried it, but I believe it would work because it's a coating to use sublimation on. It worked well on the coffee mug I did.

how long does it take to dry in step 2?

Did overnight let it dry really works, the reviews are terrible. When I received it today the smell of the activation was very loud.

Can you use this to sublimate on the inside bottom of a mug?

The coating will allow you to sublimate on any hard surface, but the question is how would you press the design on the inside bottom of a mug?
