How many times per week can this cleanser be used?

Depending on your particular skin type. I have combination skin and use it in the shower every other day. I use a very small amount, a small dab. This was recommended by my facial person and I have been using it for more than ten years.

Can you use this exfoliating cleanser daily?

I would not. It was used on me during a facial and while gentle it was also exfoliating. I think once a week or so would be better.
