Is this good to use on matte paint without adding any shine or waxy residue?

I don't have any matte painted vehicles but, it doesn't leave any sheen or wax on rubber, stainless, or glass from my experience.

Do I need water to use it (to rinse before or after)?

Yes!!! Water rinse on a cold engine /frame before and after use. This stuff is POWERFUL and will etch paint and chrome on dry or hot surfaces. It's the best I've ever used, beginning at least 10 years ago.
