What are they made of?

Thin plastic, but firm like a plastic bag, but stretchy like a balloon

Does it come with a pump?

No. It comes with a small straw that fits in a a small opening at one of the ends of the head piece and you just blow it up like a balloon. It doesn’t take much air to inflate it. The hole seals up after the straw is removed and the head pieces remain inflated for quite awhile afterwards.

How do you blow them up? It says its suppose to cone with 10pcs straws, there are no straws with my order

My Animal inflatable headbands came with straws. Ask the company if they can send you straws. If that doesn't work try it with a regular straw and see what happens. I think you have to find a straw is small in width. Too bad it did not come with straws cause they are really cute when blown up.

Would these fit 8-9 year olds?

Definitely. I bought them for prizes for a fall festival and they fit everyone from young toddlers to adults.
