What is a HiTester? is it different from a multimeter?

It is smaller more limited version but serves the same purpose of a multimeter

Is it suitable (has everything) for a beginner microelectronics hobbyist?

Yes it’s a very handy tool and I tested it versus my fluke I spent 400 on and the results where the same it’s worth buying.

I would say this multimeter is suitable for a hobbyist/beginner. It is not complicated, and it is easy to use. I use mine frequently, for DIY projects around the house. I haven't tested it for complicated tasks, such as circuit board component repairs, but it is very useful for beginner/hobbyist work.

Handy little device. Be careful with the caps!

Does what it says, not the most feature rich instrument but it does everything I need it to do and fits in my shirt pocket. It is really easy to lose the caps. Try not to drop them when opening the case.
