You can certainly wear anything underneath to keep your arms warm, but I have worn the vest UNDER my regular winter coat, too. The outer coat helps to keep the vest heat in so I can use a lower heat setting and the battery last longer. Choose your vest size based on what you might want to wear under or over it.

My daughter works in a big freezer. Can this keep her warm?

It operates up to 8-10 hours (low), 5-6 hours (med), 3 hours (high)on a single charge. For optimal heating experience, wear the heated vest under a lightweight jacket to trap the heat in, so the heating elements work more efficiently. Hope it helps.
