Will shoe stretcher work on sneakers?

I doubt it.  Sneakers are usually made from a composition of many materials.  Most are man made for the linings, and the upper portion of the sneaker could be anything from canvas, synthetic components and other man made materials.  I wouldn't use Shoe Stretcher on anything but leather which when stretched and dried retains the stretched shape.   Just remember the soles are usually rubber, and they will also return to their original shape after the tension has been removed.

Does this work on rigid leather boots?

It will depend on how well saturated you can get the leather, if it’s the toe box you’re trying to stretch and can’t reach into the area to spray, I recommend using rubbing alcohol either via cotton ball or even stuffing the toe with an alcohol doused rag, alcohol is the active ingredient that allows for the stretch. If it’s just the shaft, saturate the area and put on the boot, using a hairdryer will also help soften the leather to stretch, including the toe box while you have it on. Hope this helps

Shoe stretch spray for vinyl shoes

I haven't tried this on vinyl shoes, but I would think not.  Most vinyl shoes are made from laminated fabrics.  They are mostly extruded vinyl films laminated to a fabric such as polyester or a polycotton.  You can probably stretch the laminated fabric, but since the vinyl has memory, once the stretcher is removed it will most likely return to its original size.
