Yes,the whole pump 100% can be submerged in water.

Has anyone used this in a kayak? Seems like it would work better than the bicycle-style pump because you could paddle to shore while it does the work.

I have installed electric pumps in all my kayaks and they work great. The issues are finding a waterproof switch that is easy to push with a spray skirt attached and the power source. I use lithium rechargeable battery in a waterproof case mounted in the day hatch and connected using Bulgin connectors. Be careful using automotive style switches and connectors. They say they are waterproof, but they aren't designed for submersion.
