Why do mosquitoes get close enough to drown in the wax if it's supposed to repel them?

It is the smoke that repels mosquitos not the scent. Usually there is not that much smoke from a candle so the mosquitos head for the light.

Does this attract bears? They love citronella but they hate pine

LOL..I am happy I was unaware of your fact! No bears were attracted because of this Coleman candle, no moose either! I have not seen a bear in our area of Alaska but we do have moose living on the road. All I know is, as a 'personal candle’ it has helped keep mosquitos of me! It is long lasting too.
