Amazon listing states it is for nail fungus. The received product states "This product is not effective on scalp or nails." So, what is this for?

It IS effective on nails! Before you apply it, you should cut off all the part of the nail that is diseased.

What is difference between vite20 gel and vite20 cream? i've been using gel on toe nail fungus and accidentally ordered cream. do they work the same?
