Yes, there is a layer of thermal paste on the base of the unit. It seems perfectly sufficient for the task.

Is the thermal paste that's pre-applied good?

I used the stuff that was pre applied and I get upper 30s at idle and mid to upper 60s under load with a ryzen 5 3600x. Seems to be pretty good and there’s no guessing with the right amount of thermal paste needed.
