What country is the sizing in? WhT size would a 23 be please? Many thanks

IN the picture of the item there is size chart, So as per the size chart provided u will see sizes so i chose 8-8.5M toddler size which is equal to 24-25 my son is also 23 but i bought 24-25 bc its either 22-23 or 24/25. And it is actually good bc if i bought 22-23 it would have been exactly his size and wouldn't last 1 month. Very good quality highly recommend.
