I see they are bpa free, are they also pvc and phthalate free?

Can I wash them by soaking them in water?

Yes, however they will take on water and the excess water will have to be squeezed out. To prevent bacterial growth, use a tablespoon or two of white distilled vinegar with a gallon of water for the washing solution, and be sure to squeeze as much water out after washing as possible. It is a GREAT toy and washing them will be necessary, but I found it to be easy!

I don't know myself, but other answered questions say they are BPA free. You might want to check other answers.

The description says "warning: choking hazard. small parts. not for children under 3 yrs." then further down it says 6 months to 3 years. which is it

I don’t know what small parts it would be talking about. It’s one piece. The blocks are definitely too large to choke on. We started using these when my second was a few months old and she loved them-they’re bright, soft, and are easy for young babies to stack. My 4 year old enjoys them, too.
