The rim looked cleaner in the other comparison picture too so is it also used on the rims or just tire?

Just use this on the sidewalls of the tire. Do not use it on the rim or the tire tread. If you want your rims to shine more you can clean them, then use a wax. If your rims are chrome, use chrome polish.
