I don't think so, these have batteries in the bottom of them where the switch is located, and does not appear waterproof. Not a question for me, I did not invent the small tea lights.

Where do I get new batteries for tea lights ?

Take the back off one of your tea lights and take the battery out. Walmart, Walgreens, CVS often times carry batteries. The batteries in tea lights are small so alot of times places that sell hearing aides have batteries to fit tea lights. Hope this helps.

How many tea lights are recommended OR should you put in each luminary bag for neighborhood Christmas Eve luminary lights?

I do not use tea lights this way, so i do not know the answer but I would think it would depend upon how bright you want it to be.

When’s the best time to purchase these candles since my event is 11 months away and don’t want to chance batteries not working?

I ordered mine about three months before the wedding date, then had to postpone a full year due to covid. Check them all upon their arrival, then again, a few weeks before your day. The batteries are easily replaceable - just watch batteries. I went to a discount store and bought a dozen for $5 to have as backup.
