Does this stop heat rash?

It is better than most powders I have tried for irriation and chafing, and has a pleasant herbal scent. However it more of a thing for exercise and activity, it's not really medicated, and it is not as effective for heat rash as Caldesene.

Does this leave residue on clothes?
