Will this fit a glock 42 and 43 ?

Not this one. The Desantis mini scabbard "FOR GLOCK 42" will fit.

Will this fit a m&p shield 9mm ?

These are meant for J-frame revolvers. I don’t believe a shield would fit since it is molded for the revolvers. DeSantis website has a helpful for guide.
