Is this wet suit suitable for water temperature between 70 - 75 degrees Fahrenheit?

Water temperature comfort (and for that matter, air temperature comfort too) is a very personal thing. For me, this suit is comfortable all year round in diving regions like the Caribbean. Temperatures in Bahamas can get down to the low 70s in Jan and Feb; to the mid-70s in Cozumel. As a broad generalization, I find that women and older men prefer a bit more insulation in their suits. They likely would need more than the 3mm provided with this suit in 70F (21C) water. In my case, the relatively thin and flexible nature of this suit, with resulting ease of dressing and undressing, and is a big draw. It is well-made and attractive. And great value for the money.

I’m 5,3 and 110 lbs, but kind of busty (34D), should I go with a small or medium?

I’m 5’10 and ~220 pounds. would the xxl in womens’ still fit ok?

I would think you would be fine in a XXL.

Should the swimsuit fit very tight?

The wetsuit is meant to keep you warm in cooler waters. It’s best for it to fit well but you should be able to move your arms easily. Over time the neoprene will compress and provide less warmth so it is important to fit tight but not be restricting.
