Would this toy be interesting for a 5 year old girl?

Yes! Given as an Xmas gift to a 4 year old girl who loved it. The techniques involved are very simple to acquire, but the range of options and creative choices available to the child extends the age range and will hold the childs interest.

Is this suitable for a 21 month old (nearly 2) ?

I, personally, feel this is more suitable for an older child, due to the many small parts included. It's a lovely, imaginative play thing. I bought it for my 4 year old granddaughter, who is very creative, and she loved it. Children make their own combination of flowers and can have lots of fun and enjoyment with it.
