What is the outside dimension of these casters ?

I measured the caster with my ruler. The outside dimension measures 3 &1/4 inches.

Hello all. How high do these lift the furniture off of the floor?

They are not made to lift your furniture off the floor. They are about 1/4 inch thick. They simply don't allow your furniture to move. I recommend them highly.

Do these have any stretch or give to them? The legs on my ottoman are about 2.1" and wondering if the 2" would work or if i should buy the 3".

I bought the 3 ". I just measured them, and they are exactly 3", and they are thick walled and don't give much. I would assume the 2 " are the same. Myself I wouldn't want to distort them by trying to put a bigger leg on them. But that's up to you.

Are these safe to use on vinyl plank flooring?

I have vinyl and have never had an issue with these. They work great and slide as needed. No scratches.
