Will this fit a 2016 outback limited?

I made that mistake. Read carefully. According to the info, it will fit the outbacks with 3.6 liter v6 engine. If you have the v4 2.5 you need the the 16mil inside diameter washer. These are 21 mil.

How should it be installed, flat site facing the oil pan?

No round to the oil pan surface flat to the drain plug

Will this work for a 2019 wrx?

No. It did not fit my 2017 WRX. The entire bolt almost fits through the middle. No where near correct size. Look for part 803916010.

What size are these really? subaru oem part # shown should be id=20mm, od=26mm, but some folks are getting a different size in the pkgs.

That's what the washers I bought measure. I see that I bought them in 2019.

Seems to be OEM's but...

Looks and feels as good as the OEM one which I still had one lying around. But why on earth doesn't the seller send them packed in their original sealed plastic packs as seen on the pictures provided?? We pay premium price to receive OEM original Japan-made parts and would like to received them sealed in their ORIGINAL packing bags!! They came in a small plastic zip lock-type bag labeled with a home made OEM-style sticker... One star off for those misleading pictures as I cannot be 100% sure they are OEM's but in the end sealed perfectly as an OEM one would...
