How do you attach it to the scooter?

I only attached to my walker. A scooter would be different.

It doesn’t get in the way of turning the handle bars, like being attached to the handle bars and frame together isn’t an issue?

No issue at all. We have separate ones on 2 adult bikes and 2 kids bikes and have never had an issue with steering or it getting in the way while riding.

How to get in touch with the vendor? one of the holder is ripping at the seam?

Will thid work for a wheelchair user?

I would think so since it velcros around handle bar on bike, so it should go around wheelchair handle
