How does this fill a torch?

You screw the torch component to the prefilled tank component

Can this butane be used with other kitchen torches or just iwatani torch?

It can be used with any butane stove.

Does this have a snap joint?

A snap joint. Don't know that I'd call the join between the fuel cartridge and the torch component a snap joint, but it does click into place.
