Can you put moisturizer on top of the peel?

I just read the directions and it "seems" to me that you just put it on before bed and leave it alone. I don't use it every night (like 3 times a week) so I just skip moisturizer after applying it.

What is the actual glycolic percentage?

Thank you for your interest! Our Incredi-peel Glycolic Resurfacing Pads contain 10% glycolic acid.

Are these authentic bliss products? i saw these a very trusted beauty website for $80. wondering why they are listed so much cheaper here?

Yes they appear to be authentic. You can also purchase 30 of the pads at Kohl's for the same price of $49.00, so maybe the website you are looking at is for more of the pads in a box.
