Are the shorts compression? Will they hold tennis balls during play?

Yes, they hold tennis balls. There is also a pocket on both sides that is large for a phone but it also holds a tennis ball. You can have 1 ball in the pocket and tuck the other under the short.

I'm 5'4.5" amd 135-140 pounds.. what size should i order? Small. Medium?

I think they run small. I bought a L and am around 135 and I wish I had gotten an XL. It’s tight in the waist and hips but the short legs are wider and that makes it difficult to hold a tennis ball. For reference, I usually wear a Medium. Of note, they run their short seam down the middle of the shirts and it shows through the skirt. Which detracts from the look.

5'6, 143 lbs, size 6-8 in the chart shown in a picture looks to be my size based on my waist and hips is that a medium or large for this one?
