My husband works outdoors, in cold weather that can be 16°F, will this keep his neck warm enough?

YES! I bought this for my husband who works outside in Northern New England. He says that it's so soft and warm, but isn't too tight (like a turtleneck would be) not is it cumbersome. It washes easily and maintains its softness. It was a great buy! Money well spent!

I've worn it in a pinch as a Covid mask so I guess you could say it's breathable. It's toasty warm and I use it all winter riding the motorcycle.
