Can I connect cheap powered speakers to input and pc to output using the 3.5 jacks and just use it as a "fancy volume knob" ?

Yes. You’ll need adapters, though, to split the stereo out into two 1/4 male jacks. I run 1/4 TS (orTRS) cords into it from a mixer and run 1/4 TS (or TRS) cords out into powered speakers.

Is the volume knob plastic or metal?

Pretty certain it’s metal. The whole box is metal.

Can I plug in a headphone on this?

All depends on your setup. There is a 3.5mm headphone jack that can be used instead of the 1/4" jacks but there is no way to select output device.
