Can the mobile turn only, without playing music?

Only if you remove the speaker. The volume adjustment doesn't do much either you really just get loud and louder. A thick piece of tape over the holes for the speaker muffle the music to an acceptable volume though.

Do we have to fix the arm cover on the crib mobile by ourselves? Did the arm cover and holder come separately in the packaging?

All of the parts needed to attach the mobile to the crib are included with the mobile.
