I have a life-sized cardboard cut out of roy rogers that i would like to seal and put up on my barn. Would mod podge outdoor be good for this or?

I recommend using a product with UV protectant because Mod Podge will yellow in the sun. Krylon makes a good UV sealant but it is slightly tacky upon drying. Local craft stores are limited on what they offer that will withstand the elements, so I would look into a commercial grade product if I were the proud owner of a life-sized Roy Rogers cut out and a barn.

Can I brush this onto fabric to make kitchen shelf liners & wipe with damp sponge to clean? Do I need polycrylic spray too? Would MP Hard Coat better?

You can use this, however, hard coat would be better. But the very best thing to use if you are going to do fabric is VARATHANE (water based interior diamond polyurethane) from Rust-Oleum.

Would this be okay over pictures? I plan on mod podging pictures on a a skateboard bottom and want it to be very durable.

I would have to agree with the other two answers that you have received. Also, you might go to the Mod Podge page & inquire there.

One of my garage cornor is always wet, causing the jointing drywall wet. Can this glue be applied on top of drywall and concrete to seal the water?

Be aware that sealing the outside of the drywall may trap moisture inside that you will not see. Try to stop water from getting in first. Otherwise, mold, etc.
