Q: Would this work with regular paper? I'm thinking of using this instead of sticky notes on my desk...

Regular paper is too thin to easily "push-in". I did that at first with our Burger order form...just printed them on paper. It became annoying getting the paper in. Printed on a heavier card-stock and that works fine.

Q: Could I use 3M command strips to mount this?

I would suggest double sided tape if you do not want to mount it with screws,
