Is the ink actually permanent or will the writing smear if the paper gets wet?

Yes, that's why they call it "washable." The old ink pens were notorious for leaking onto clothing, ruining an otherwise nice clean white shirt, so 'washable' ink was developed.

I am trying to make sure that these will fit my pen--does parker have other sizes of these. These look like mine except mine say "Q017" on them.

Yes, there is a shorter Parker cartridge: the International size, for pens that the long cartidges won't fit.

Please restate your question a little more clearly. If you don't want to- my guess is that they will fit all Parker pens. I have many Parker pens of various vintages and these cartridges fit them all.

I'm not sure. The plastic cartridge appears to be quite durable, however. I'd use tap water to clean out the cartridge before filling with another color of Parker ink.
