Can these be used on tilt out vertical windows?

Don't know about tilt but absolutely vertical slide windows. You won't be disappointed

My window keeps creeping up, bc i cant latch it, since i have a window unit it it. Will this keep the window from sliding up on its own?

as long as it is the correct type for your window track, yes it will. did not work on mine. a suggestion: drill hole above window in track, and use a screw to hold window in place. you may always remove the screw if/when necessary.

Can these be used on single hung vertical opening windows?

Dear customer, I think the Tahikem window locks fits your needs.

Can these move depending how far I want the window open? I want the lock to be removable when I want it open the whole way.

Yes. you adjust the lock to the position you want and then use the keys to tighten them in place. They have a protector piece that goes between the bolt an the window to protect from any damage. They work great and have 2 types of keys so the flat key will work with the ones you might put on the window where there is a sill.
