Will this door freeze shut?

Funny you should ask that now. I am in Western NY State and the answer is....YES. We have it mounted in the side of an unheated shed. Maybe if the room on one side is heated it might not freeze but I would not count on it. These doors have a fine fur or hair like coating along the surfaces that come together. This is supposed too keep the cold air out but in climates where you have freezing temps they just collect moisture and then freeze together. Our cats cannot get them open when this happens so I will be getting a differently constructed one to replace the ones I have now. The screws that come with these doors really suck as well.

can it be mounted on a very thin panel door

The following cat door link is more suitable for installation on very thin panel doors. https://www.amazon.com/dp/B0822NKTNQ

Will it fit a door that is 1.75" thick?

Yes, this will fit! Your door is the same size I currently have the kitty door installed in.
