Yes. It will work for any single phase 240v with a steady state current draw of 30amps or less needing a 3 wire connection (black + red+ ground)

I’m not sure I understand the question. If you use a 3 wire twist lock you will only have 120 volts, you need 4 wires for 240. Why do you want 30 amps for a 120 volt circuit?

Need more info to help you. Check if your source is 240/208 volts or 120? As #10 this pre-wired cord has only 3 wires, neutral, hot & ground it will carry up to 30 amps. The plug you add should also be 30 amp comparable but will only transmit either 240/208 or 120 not both. For both you’d need 4 wires & appropriate plugs.

Well Made For Up To 30 Amp Use

I do like for quality of this cord for use as 249 volt for use of medium EV charging speed on my dual voltage EV charger. I will pull around 15 to 16 amp on 20 amp plug. Remember; I will treat it for green as white as the neutral ground on one wire. The former solid white wire will become red as 'Y' live plus Black is 'X' live wire only for 240 volt.
