Does it say "made in Japan" on the dial? Seems like some do and some don't

The ones that say 'Made in Japan' are Japanese Domestic Models or JDM's. I have a JDM apparently not all are such. I have an older Seiko 5, SNK 809 that was assembled off shore, I think Malaysia. Absolutely fine watch.

what size wrist does this fit? mine is 8” and id like it to be loose, so around 8.5”

Can you get expansion band?

Not sure what you mean expansion band. I took the bracelet off and put a NATO strap on it. Also put a leather strap on it. Both worked well. Put the bracelet back on, though. I think the bracelet is excellent. The clasp is not near as good but it functions perfectly. I plan to leave mine on the bracelet.
